There's an episode of The Simpsons where Bart has a dream where he has to pee really bad, so he has a dream where he's floating on a raft down a river, and there's all these waterfalls and faucets and even a set of cheerleaders chanting, "GOoOo PEE!" but I can't figure out when it happened in all episode guides.

Okay, since there aren't many posts on this part of the website, I'm gonna post some examples here.
Ed, Edd N Eddy:
Look Before you Ed: Due to all the trouble they caused during the episode, the Eds are put in a giant icy cage at the front of the entrance of the school. While they are in there, Eddy REALLY needs to go to the bathroom. Seriously, he is turning blue and doing the pee pee dance while begging Ed (who is licking the bars of the cage in a attempt to melt them) to hurry up. His tongue also gets stuck to one of the bars which doesn't really help. Ed throws him out of the cage but then he says he doesn't have to go anymore, implying that Eddy wet himself.
Homecooked Eds: Rolf is shown desperately driving his tractor towards the Eds scam because he needs to use the restroom. Eddy says that he'll let him use the bathroom if he'll let them clean his tractor. Rolf desperately says yes and runs to where Eddy said the bathroom key was. It's attached to a weight though and Rolf is shown cursing Eddy while dragging it to Edd's house.

Eddy (who has probably gone crazy at this point) says that Fridge World (the newest scam they created) will definitely work. Ed pleads Eddy to give them a break because he really has to go to the bathroom. He then starts squirming around in the cheese costume he is in. This, of course, gives Eddy an idea leading them to create Bathroom World. After he introduces it, a toilet flush is heard and Ed says "Ready for tweaking, Eddy!"
The episode ends on that note.

Bomberman Jetters: Episode 5: Underground, Go! Go! Go!
Shirobon and Shout (yes, that is her actual name) are going through the mines in the Drill Jetter. Suddenly Shirobon stops driving because he has to pee. He then has to switch seats with Shout, who tries to break the rock wall down. Shirobon then begs Shout to let him blow up the wall because it may have a bathroom behind it. Shout asks him why and he says that it says so on the map. Shout then starts looking at the map and Shirobon desperately asks her if they are near a bathroom. He eventually can't take it anymore and runs out of the Drill Jetter and towards the elevator only to find the Hige-Higedan inside. He then runs in the other direction. Shirobon then starts to desperately dancing around to try to hold his bladder because he is about to leak. When he and Shout get to the miner place, he again runs out of the Drill Jetter. When Shout yells at him to come and fight the Hige-Higedan, she finds out that he, as well as Mujoe's underlings, have left. There is then a scene of the Hige-Higedan hobbling into the bathroom as well as Shirobon exiting and saying that he feels much better. Turns out the Hige-Higedan helped him find a restroom. In the web cartoon series 'My Girlfriend and I' - short no 4 : The main protagonist,Luther (the black-haired dude),is at the nail salon waiting for his girlfriend,Rose (blonde pony-tailed chick) to get her nails done.He tries to hurry her up by claiming that he's dying to pee.

I know I've already mentioned this at least twice in the main comments but what the heck, I'll put it here too.
In the beginning of this episode of Bravest Warriors (The Puppetyville Horror) ( https://www.youtube.com/watch?v=kOqOy699GSk ) the team stops on a planet coincidentally covered in yellow snow since the ship's toilet failed and Wallow really has to pee. When Wallow says he'll be the first lifeform to pee on that (supposedly) inhabited planet, Danny quickly gets his coat and leaves the ship so he can claim that title. (He isn't as desperate as Wallow but you can still see him stepping in place. :3 I loved that part when I first saw it.) ~
The scene with Luther is real.And for your information - it's one of my favorite male pee desperation scenes in the history of animation.
Basically,Luther and Rose are on a date and after dinner, Rose keeps bothering Luther to go shopping and do other girly things.Luther gets so bothered by it that he ends up downing a whole beer just to forget about it.
But when Rose drags him into the fancy nail salon for her to get a manicure,he begins regretting it immediately.He realizes that all the beer he had earlier went straight to his bladder.He tells Rose that if they don't exit the salon in the next 5 minutes,a nasty accident will happen.Rose just laughs thinking he was just kidding,BUT REALLY HE WAS NOT KIDDING!

Eventually,Luther goes all : "That's it! I'm gonna take advantage of the best thing about being a guy - peeing anywhere my heart desires!'
So,he goes outside the salon and pees behind a tree while sighing in relief.But just then,a woman passes by with her 6 years old daughter,who goes all like 'Mommy,is that a sausage?".
The woman hits Luther with her purse and calls the police.Cut to Luther running his ass off as several police cars start following him.The next day,Luther wakes up and exclaims "I had such a nightmare - I dreamed that I was stuck at the nail salon with Rose and I had to piss like a Korean racehorse.And I ended up peeing outside & the police got on my footsteps.Glad it was just a dream!".

Also, with the My Girlfriend And I episode, I could see nothing (aside from a foreign live action movie) even when I looked up Luther’s name. Not to mention the two comments had differing explanations. (Such as the musical number and the police chase)

And no, the gif is not from "Go! Fly! The Handkerchief of Hope!", I've checked, and the art style doesn't even match. From what I can see, it's probably from one of the anime (called "Soreike! Anpanman!") episodes, since most anime and tv shows have a bigger budget for movies, and the gif looks rather... normal. I'm not really sure if that really narrows down our choices since the anime has been running since 1988... But I will assume the episode containing the scene might be from the 2000's. In total, the anime has 1,320 episodes and they're hard to find subbed, although, I guess subs don't really matter, to me at least, as long as you can infer what's happening from the animation...
